previous/page navigator icon always shown as inactive in expanded candidate view

Chrome Version: 71
OS: CrOS

What steps will reproduce the problem?
(1) Switch to Pinyin input.
(2) Type 'fa', click expand candidate.
(3) Check next page icon.

What is the expected result?
should be active

What happens instead?
show as inactive, but clickable and works.
