Issue description

This item tracks what is effectively copying the Critique UX: test failures show up as a “chip” in the CL summary area but only if they fail. Per Foundation, this won’t be delivered until Q2. However, the CrOS prerequisite of integrating with the Buildbucket plugin as it exists today can be done sooner and offer earlier benefits.
