After we’ve fixed-up branch creation (issue 904260), when a project has gotten to the point when it is time to create the builders, a CLI tool could call a slight variation on the “create builders” CI API to create the LUCI and CrOS configuration to establish those new project builders. Later, if time allows, DLM might have a button to do the same.
