This is a master tracking bug for a feature related to the Scaling ChromeOS CI effort. Individual blocking bugs will be opened against this one to track progress.

GoldenEye is CrOS’s UI for release management but is currently lacking a way to create new branches due to the absence of an API to achieve this. This item tracks a feature to create new branches from GE. This UI would be backed by an API in Build and CI to perform creation of the underlying Git branches and the associated LUCI and CrOS configuration to establish those branch builders.
