Image picker popup on Android requires 2 taps to close

Issue description
Chrome Version : 70.0.3538.102
OS Version: Android

Add OK or FAIL after other browsers where you have tested this issue:
Safari: OK
Firefox: N/A
IE/Edge: N/A
What steps will reproduce the problem?
1. Go to a website which uses <input type="file" accept="image/*">
2. Tap on the input
3. Picker opens
4. Select an image
5. Tap DONE
What is the expected result?
Image picker popup closes
What happens instead of that?
It doesn't close. You need to tap DONE again to close it.
Please provide any additional information below. Attach a screenshot if
possible.
This issues was available since the first release of the picker. It happens at least in Android 6 and 7.

This issue is same as https://crbug.com/813422 , hence merging into it. @ nekr.fabula: This issue is resolved in latest M-71. Thanks!
