This is a master tracking bug for client monitoring items that block objectives for the ChromeOS Parallel CQ effort. Individual bugs will be opened blocking this for tasks that should be completed before the Parallel CQ launch at the end of Q1.

Chrome and ChromeOS have been impacted by reliability issues in external service (e.g. GoB). In order for Infra teams and SRE to respond to and escalate service-level outages, there should have a holistic client-view of all LUCI-integrated client-observed latency and failure rates. This is applicable to services such as Cloud Storage and GoB. This item tracks a cross-functional plan for instrumenting these client-side metric collections.
