ID location for general docs

This item tracks figuring out the best option for storing eng documentation going forward. The options identified so far, are:

* Markdown in Gitiles
* Markdown in G3 Engdoc

We need to have the documentation show up in Moma searches.

g3docs location will be: company/teams/chrome/ops, branching Chrome OS from ops. Next task will be the remaining doc tree structure and migration plan.

g3docs location has been created and initial structure outlined. Collection config has been created for Moma searches. 

Closing bug, general docs location and search completed.
