This is a master tracking bug for the Parallel CQ effort. Individual tracking bugs will be opened for documentation-related items that should be completed for this effort.

CI team currently has documentation in very limited form and, to the extent that it exists, it’s frequently outdated and wrong. We need to get a Playbook server location for alerts and an general doc location for general operational documentation.
