This is a high-level tracking bug for various features needed for Parallel CQ.

Foundation team has expressed a desire to also embrace interrupt-based sheriffing. This item tracks merging CrOS domain-specific build information with LUCI-specific build information also available in BigQuery and then emailing tree guardians based on that. On the CrOS side, we’ll need to emit data to BigQuery from our builders and then merge the two streams, notify a sheriff by email, and then suppress those emails if it appears to be an infrastructure failure.
