I think we can manager this. Basically, if a.mojom imports b.mojom, b.mojom should be able to import a.mojom. They should be able to reference each other's symbols.

We probably need to constrain this support to mojom files which declare themselves as part of the same module and which are compiled as part of the same mojom build target. That's fine.
