Issue descriptionRepro Steps: 1. Take multiple fingers, put a few on the shelf, and a few on the launcher. 2. Drag them around. Expected: We should probably define this. Actual: Strange things happen. Sometimes the launcher moves, sometimes the shelf moves, and subsequent drag events only go to the shelf.
