URL bar + GeForce 1050 Ti KalmX entirely freeze computer randomly

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.77 Safari/537.36

Steps to reproduce the problem:
1. Set cursor to the URL address bar
2.

What went wrong?
The entirely PC freezes. Only hard reset helps.

Is it a problem with a plugin? No

I have been encountering this problem from August 2018, after an upgrade my old video card with Palit GeForce 1050 Ti KalmX. 

Sometimes I have an issue when just put cursor in the address bar, sometimes it happens after dropdown with cites list appears.

Looks like disabling graphics acceleration doesn't help. But I am not sure.

I have attached chrome://gpu report

As per the above provided crash id in C#0, issue seems to be similar to #721316 hence merging into it. Please feel free to undup if it is not similar.
