The "Omnibox UI Max Autocomplete Matches" experimental setting has no apparent effect

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 11151.17.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.27 Safari/537.36
Platform: 11151.17.0 (Official Build) beta-channel celes

Steps to reproduce the problem:
1. Go to chrome://flags, set "Omnibox UI Max Autocomplete Matches" to "Enabled 12 matches"
2. Reboot.
3. Write something into the omnibox and observe the number of autocompleted matches.

What is the expected behavior?
The omnibox should list more than 6 autocompleted matches.

What went wrong?
The omnibox still lists at most 6 autocompleted matches, as if changing the experimental setting to 12 had no effect.

Justin, what do you want to do with this flag?  Retire it?  Keep it around?

Also, can we remove the dev experiment for this feature as well?
