Terminal preempts Chrome OS window placement shortcuts

Issue description

Chrome version: 70.0.3538.76 (Official Build) (64-bit)
OS: Chrome

Repro steps:
1. Enable Linux Beta
2. Open Terminal
3. Press ALT + ] or ALT + [

Expected: Terminal window should move/resize to be half screen right or left.
Actual: Shortcut gets preempted by terminal, sounds is played and nothing happens.

there are no immediate plans to change this.  users can fully control what keys they don't want the terminal to capture.  please see the FAQ for details:
