chrome://process-internals is not listed as an omnibox suggestion

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/72.0.3602.2 Safari/537.36

Steps to reproduce the problem:
1. Type "chrome://proc" into the omnibox
2. Observe that there's no suggestion for "chrome://process-internals" (unless you've visited the page before, in which case there might be one)
3. 

What is the expected behavior?
Since chrome://process-internals exists, typing "chrome://proc" should bring up a suggestion for it.

What went wrong?
There's no suggestion displayed.

Able to reproduce the issue on Windows 10, Mac OS 10.13.6 and Ubuntu 17.10 on the latest Stable 70.0.3538.102 and the latest Canary 72.0.3608.0.

This is a Non-Regression issue as this is observed from M-68(68.0.3440.33) chrome builds from where chrome://process-internals was introduced.
Hence marking this as Untriaged for further updates from Dev.

The omnibox uses the list of URLs shown in chrome://chrome-urls/

This list is defined in
https://cs.chromium.org/chromium/src/chrome/common/webui_url_constants.cc
