[Findit] Route Flaky Tests through Flake Detection

Issue description

CI failures trigger Flake Analyzer directly, without bugs/Flakes/FlakeIssues etc. Eventually all MasterFlakeAnalyses should be associated with Flakes (and thus FlakeIssue)
