What steps will reproduce the problem?
(1) Open https://design-system.service.gov.uk/components/button/
or
(1) crbug.com/new
(2) delete all text from the main input box

What is the expected result?
The resizer is in normal size.

What happens instead?
The resizer is too small.

I'm not sure if this has been fixed in newer versions because I can't test for now.
