Expose a SyncState getter in SyncService

Autofill needs to know if what sync state the user is to change its behavior or logging.

This is being implemented in the PersonalDataManager as GetSyncState, but this should probably be in sync code instead.

This seems a refactoring work rather than a bug, so adjusting type to avoid periodic triage pings.
