Web SQL + WITHOUT ROWID

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.77 Safari/537.36

Steps to reproduce the problem:
1. Open Web SQL database in Dev Tools
2. execute " create table BLA(id TEXT PRIMARY KEY) WITHOUT ROWID"
3. Open new table from table list.

What is the expected behavior?
Shows empty table.

What went wrong?
Shows error "AN ERROR OCCURED TRYING TO READ TABLE"

Did this work before? N/A 

Chrome version: 70.0.3538.77  Channel: stable
OS Version: 10.0
Flash Version: 

I'm using Stetho to debug android database, and this error happens. Maybe it's related to it, but I doubt it.

NEvermind, it's actually a Stetho problem.

Tried testing the issue on chrome reported version# 70.0.3538.77 using Windows-10 with steps mentioned below:
1) Launched chrome reported version and opened Devtools> Appliation tab and clicked on Web SQL option
2) Tried creating a new table without ROWID, but we are not able to create it

@Reporter: Please find the attached screencast for your reference and provide your feedback on it, if possible could you please provide screencast of the issue which help in better understanding in further triaging it in better way.
