Web pages are loading very slow

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.140 Safari/537.36 Edge/17.17134

Example URL:
www.netflix.com

Steps to reproduce the problem:
1. install windows 10 on the computer 
2. try to enter any site loading very slow 
3. try the same site on internet explrer or in chrome Canary working good

What is the expected behavior?
the sites should load fast

What went wrong?
I don't know

Tested this issue on Windows 10 on the reported version 70.0.3538.77, latest Stable 70.0.3538.102 and unable to reproduce the issue.

Launched Chrome and navigated to http://www.netflix.com/, could observe that the site is loading fast and the same behavior is observed on Canary and Internet Explorer.
Attached is the screen cast for reference.

Request you to retry the issue on a new chrome profile without any apps/extensions and update the thread with the observations.

Hello 

I have found a forum that has provided a solutions to my problem .

I implemented the script in this fourm and now looks like my issue is solved . 

the question is why only using a script i have solved this problem ? why isn't there a new chrome update / windows update that is solving this problem ?

Retried the issue on Windows 10 on the reported version 70.0.3538.77, latest Stable 70.0.3538.102 and still unable to reproduce the issue.
Could load the site http://www.netflix.com/ without any issues and no slow loading is observed.

As this issue is not reproduced at TE end, removing 'Needs-Bisect' label and requesting 'Internals>Network' team to look into the issue and help further.
