asherbersh@ Thanks for the issue. Tested this issue on Windows 10 on the reported version 70.0.3538.77, latest Stable 70.0.3538.102 and unable to reproduce the issue. Launched Chrome and navigated to http://www.netflix.com/, could observe that the site is loading fast and the same behavior is observed on Canary and Internet Explorer. Attached is the screen cast for reference. Request you to retry the issue on a new chrome profile without any apps/extensions and update the thread with the observations. Thanks..

asherbersh@ Thanks for the update. Retried the issue on Windows 10 on the reported version 70.0.3538.77, latest Stable 70.0.3538.102 and still unable to reproduce the issue. Could load the site http://www.netflix.com/ without any issues and no slow loading is observed. As this issue is not reproduced at TE end, removing 'Needs-Bisect' label and requesting 'Internals>Network' team to look into the issue and help further. Thanks..
