Refresh our usage of GCE

Issue description

We’ve long been a user of GCE but there are a few things that we should change/refresh for Parallel CQ: the size of the allocation, how we provision builders/OS’s, and how we allocate external IP addresses for IP whitelisting. This is a master tracking bug for all efforts related to GCE that block the Parallel CQ launch.
