ServiceProcessStateFileManipulationTest.DeleteFile is flaky on MacOS 10.14

Issue description

This test flakes, apparently because of a kernel bug: sometimes, a kqueue "file delete" event arrives but the file is not actually deleted according to access(). Using FSEvents as the backend instead of kqueue seems to fix this but apparently FSEvents has its own deficiencies and kqueue performs better. Likely the real fix is the one laid out in  issue 892176  comment 6.
