Unexpected behavior for the down arrow when in front of an uneditable element in editable content

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64; rv:63.0) Gecko/20100101 Firefox/63.0 Example URL: Steps to reproduce the problem: 1. Put the cursor at the start of a block in editable content. The first element in that block must be an uneditable inline element. 2. Press the down arrow What is the expected behavior? The cursor moves to the next line. What went wrong? What happens depends on context. If the editable element is big, the cursor will sometimes jump down quite a distance. If it's small but there is content after it, that content is scrolled into view and the editable element loses focus. Otherwise, the editable element just loses focus and nothing further happens. Does it occur on multiple sites: N/A Is it a problem with a plugin? No Did this work before? N/A Does this work in other browsers?
