Use ScopedTaskEnvironment in web::TestWebThreadBundle

I had to remove ScopedTaskEnvironment because TestWebThreadBundle
currently needs a MessageLoop but we're moving MessageLoop from ScopedTaskEnvironment and we can no longer get one via MessageLoopCurrent.
