Feature request: please add a "stop animating" option on the right-click menu from images.

Issue description

Chrome Version       : 69.0.3497.100

*removed template - it's not applicable to this bug*.

Having animations running in web pages can be very distracting. For example, someone posts an animated meme gif on a hangout, and it sits there animating away until you force it off the screen.

It would be very useful to, from the right-click menu over the image, be able to click "Stop animating".

For bonus points, having a general "stop all animations" from the right-click menu would be great too. And sure, it probably won't work with flash, but at least having it for animated gifs would be wonderful.
