Regression: NTP title turns blank after tap/touch on close icon.

Issue descriptionChrome Version:72.0.3606.0 (Official Build) bc884309b55f7b1fc3a599dd9482cf228c863c05-refs/branch-heads/3606@{#1}(32/64 bit) OS: Win-10 Touch Steps to reproduce: 1. Launch chrome and open two NTP. 2. Navigate to first NTP and close tab using tap/Touch. 3.Observe title of NTP. Actual : NTP title turns blank after tap/touch on close icon. Expected: NTP title should not turns blank after tap/touch on close icon. This is Regression issue seen in M-72, and will soon update other info. Note: 1.Unable to provide 'per-revision' bisect as it shows "We don't have enough builds to bisect" error message. 2.Tried on other machines but still getting the same error again. 3.Above issue is Touch specific and not seen on Win(7,8,8.1,10),Mac(10.13.1 , 10.13.6 , 10.14.2) and Linux(14.04 LTS) Thank You

I do not think it's because of the CL suspected in #0 above. Looking at the bisect range (https://chromium.googlesource.com/chromium/src/+log/72.0.3597.0..72.0.3599.0?pretty=fuller&n=10000), it seems there were few CLs that seem to change the tab-strip code. https://chromium-review.googlesource.com/c/chromium/src/+/1249461 is also suspicious. Adding related folks (sangwoo108, erikchen, sky) to get more expert opinion.

From the bisect range, https://chromium-review.googlesource.com/c/chromium/src/+/1300676 also seems suspicious.

This isn't touch-specific – it also happens on 72.0.3602.2, Ubuntu 18.04, when using either keyboard or mouse. However, it only happens when the newly-selected tab is to the right of the currently-selected tab (i.e. with two tabs open, it only occurs when you select and close the leftmost tab).
