Non-Regression : Unnecessarily cursor is seen at 'PIN' field on clicking disabled 'Delete' option in 'Enter your PIN' overlay of chrome://settings/lockScreen page

Issue description

Chrome Version: 71.0.3578.46/11151.25.0 Beta-channel Daisy
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> Go to chrome://settings -> Now under 'People' section click on 'Screen lock' option
2)Now enter User Password in 'Confirm your password' dialog box -> At 'screen lock options' section select 'PIN or Password' option -> click on 'SET UP PIN'
(3)In 'Enter your PIN' overlay cursor is available at PIN filed -> now click outside the overlay so that cursor gets vanished -> Now click on disabled 'Delete' option and observe cursor is seen at 'PIN' field
(Please refer Video)

Note : If we click on disabled 'Continue' nothing happens

Expected: Unnecessarily cursor should not be  seen at 'PIN' field on clicking disabled 'Delete' option
Actual: Instead Unnecessarily cursor is seen at 'PIN' field

This is Non-Regression Issue seen from M-67
