HTML5 controls: TextArea multiline edit box not scrolling with ChromeVox on

Issue description

Google Chrome	72.0.3593.0 (Official Build) dev (64-bit)
Firmware Version	Google_Caroline.7820.384.0
and
Google Chrome	71.0.3572.0 (Official Build) dev (64-bit)
Google_Caroline.7820.384.0 

Steps:
# Launch ChromeVox with ctrl + alt + z
# Navigate to an HTML TextArea with multi line editing (not an input), I used the second box under "editable text" here: http://chrome-accessibility.appspot.com/static/html5controls.html

You can also use the comment field on any CRBug

# Type any text on multiple lines or use arrow key to move down through existing multiple lines
Expected: focus remains on the words you are typing, you're able to read everything you type or scroll through
Actual: focus keeps jumping back up to the top with every keystroke, making it hard to type or read anything.

Note that this does not apply to the contenteditable fields on the HTML5 controls test page linked above
