A persistent Channel ID store creates an on-disk sqlite file. With the removal of Channel ID, these files need to be removed. This bug is to track all of the places where such files exist, and to write code to clean them up once the Channel ID removal in crbug.com/875053 is complete.

Places with on-disk sqlite channel ID files:
- safe browsing: "Safe Browsing Channel IDs" in the user data dir
- "Origin Bound Certs" in each profile directory
- (more to be filled in as I find them)
