Duplicate copy of remaining files created in Cloud backup folder after SD card removal & re-insertion |

Issue descriptionChrome OS version: 11151.24.0, 71.0.3578.45 beta channel eve Steps to reproduce the problem: 1. Insert SD card with DCIM folder loaded with images & videos 3. Wait for scanning to complete 4. Click on 'BACK UP' button in Files app 4. While the backup is taking place, Eject SD card 5. Re-insert SD card. Actual Behavior: Duplicate copy of the remaining files are created in Cloud back up folder in Files app>Gdrive. Status of those files in DCIM folder of SD card are still badged as syncing to Google drive instead of 'Google drive' symbol. There is no notification as such that the back up is resumed. What is the expected behavior? After SD card removal & re-insertion, Cloud backup should be resumed without any duplicates. Attached is a video of comparison b/w SD>DCIM folder and GDrive>Cloud backup folder.

mkarkada@ - Can you confirm this is a regression? We haven't touched this code at all recently so I would assume this issue has been around for awhile.

Hi @weifangsun, On M70 stable build (11021.56.0, 70.0.3538.76) this issue is not seen. On re-inserting the SD card, cloud backup message is displayed in Files app to back up the remaining files. Need to click on BACKUP button explicitly again & backup resumes without creating any duplicates.

mkarkada@ - I cannot access the video, what group do I need to be in to see these? I tried this with ToT and eve on 71.0.3578.21 and it works as expected.
