Omnibox border cut off with non-integer scale factors

On ToT @ #605711 or on device (nami) with Chrome 72.0.3596.0
(1) Run "chrome --ash-host-window-bounds=700x700*1.5" or about:settings/display "Display Size" at 1280x720.
(2) Focus the omnibox and observe the highlight ring.
Expected: The focus ring border is a consistent size and smooth
Actual: The focus ring border is cut off on the bottom and right.
