[CCA] Nocturne: unable to detect external camera (Logitech webcam model V-U0021)

Chrome Version:11151.24.0, 71.0.3578.45 (beta) channel
Camera vers: CCA 5.2.6
Devices: Nocturne, Dru, Soroka, 

Logitech webcam: tested 2 different model
1- V- U0021 
2- V- U0028

Step:
(1) Launch CCA 5.2.6 or 5.2.5
(2) Plugged in the external camera (i used the Logitech webcam model v-u0021)
(3) Toggle camera switch to external camera
Observe: see attached file

Expected result:
preview screen should switch to external camera without any issue

Actual result:
preview screen shown "white/black" with blue spinning circle

Note: 
- On Nocturne, Dru, Soroka (Model V-U0028 work fine) but (not V-U0021) 
- On Eve device both models work fine

How frequently does this problem reproduce? (100%)

On Dru device, when I unplugged the external camera while in spinning circle stage, device reboot (chrome browser crashes).

It's a known issue of Logitech B910 HD Webcam, tracked at https://buganizer.corp.google.com/issues/117805658.

Can you 100% reproduce the crash on Dru? It's also a known issue that linux kernel might crash [1] if the webcam is unplugged when it's being used, but it's hard to repro on my side (~1%).
