Chrome Version: 69.0.3497.120

What steps will reproduce the problem?
(1) With the shelf shown, open two windows, snap both to opposite sides of the screen.
(2) Autohide the shelf by right click -> Autohide *OR* swiping down (disabled in M-70 I believe).

What is the expected result?
Both windows fill the remaining space.

What happens instead?
Only the left window fills the remaining space. Right window has a shelf sized gap.
