[Nocturne] External monitor changes to Extended Mode when external mouse plugged in Tablet mode

Issue description

Chrome Version: 71.0.3578.45
OS: 11151.24.0

What steps will reproduce the problem?
(1) Device in tablet mode and signed in
(2) Connect any external monitor to device (Type C adapter to HDMI) - Defaults to Mirror mode as expected
(3) Now connect external USB mouse to Type C adapter
(4) Observe the External display behavior

What is the expected result?
Is this expected OR should be displayed in Mirror Mode?

What happens instead?
External display changes to extended mode.

Please use labels and text to provide additional information.
Logs and screenshot attached.  

Note:  When external keyboard is attached, the external display is still in Mirror mode.

Does the device exit the tablet mode once you connect the external mouse?

This is intended as a default. You can still change that by going to settings.
