I'm looking at TEST_FAILURES between 11/5 and 11/7.

One of the examples given for a flake is:
webkit_layout_tests (with patch)

However, when I look at the CL itself:

The same build fails twice in a row. In both cases, the same test fails [with patch, retry with patch] and passes [without patch]. Based on the description of the CL [affects garbage collection], it seems highly likely that the failing test webaudio/internals/cycle-connection-gc.html [related to garbage collection] is related to the CL in question. This does not appear to be a flake, it appears to be a deterministic failure.

Why is this marked as a flake on go/top-cq-flakes?
