Now in ChromeOS, general build_packages will generate debug info without vmlinux. Vmlinux can only be seen if we use --nousepkg.

Vmlinux can be usefull to parse perf data collected from devices, so this bug will be used to track an investigation of whether we want to have it with out full build.
