Not enough DUTs in model:whitetip pool:bvt

The bvt pool should have at least 6 DUTs assigned. whitetip has only 4.
This causes failures due to lack of enough redundancy like:

Whereas right now:

whitetip bvt pool: Target of 6 is above minimum.

Balancing ['model:whitetip'] bvt pool:
Total 4 DUTs, 4 working, 0 broken, 0 reserved.
Target is 6 working DUTs; grow pool by 2 DUTs.
['model:whitetip'] suites pool has 7 spares available for balancing pool bvt
['model:whitetip'] bvt pool will return 0 broken DUTs, leaving 0 still in the pool.
Transferring 0 DUTs from bvt to suites.
Transferring 2 DUTs from suites to bvt.
Updating host: chromeos2-row8-rack1-host15.
Removing labels ['pool:suites'] from host chromeos2-row8-rack1-host15
Adding labels ['pool:bvt'] to host chromeos2-row8-rack1-host15
Updating host: chromeos2-row8-rack1-host19.
Removing labels ['pool:suites'] from host chromeos2-row8-rack1-host19
Adding labels ['pool:bvt'] to host chromeos2-row8-rack1-host19
