Keyboard shortcut viewer lacks ChromeVox and select-to-speak support

On linux-chromeos ToT @ #605711 or on device (nami+72.0.3596.0)
(1) Open the Keyboard shortcut viewer (Ctrl-Alt-/)
(2) Start ChromeVox (Ctrl-Alt-Z) and/or enable select-to-speak in about:settings/manageAccessibility
(3) Try to get either to read the shortcuts list or search results.
Expected: Can read the shortcuts list and search results
Actual: Can't read the shortcuts list and search results

This still repros even with --disable-features=KeyboardShortcutViewerApp
Maybe the shortcut views need views::View::FocusBehavior::ACCESSIBLE_ONLY?

Is this the same as  Issue 876422 ?
The last time I tried, it worked. Will try again.

These do indeed work with Search + [Up Arrow / Down Arrow].
