[Findit] Flake Analyzer - Decouple bug-related operations from Flake Analyzer

Flake Analyzer should know nothing of bug management. Remove all code related to bugs:

1. UpdateFlakeBugPipeline
2. CreateFlakeBugPipeline
3. services/flake_failure/flake_report_util.py
4. etc.
