This item tracks the CrOS-side implementation of the SoM template-based CL generation feature: actually installing our Gerrit template in the project-level configuration of SoM and then ensuring that the Gerrit user experience once that CL has been uploaded¸ is feature-complete.

This is also dependant on transition builder configuration to luci-config.

The goal is to have a user experience that as-easy as using Tree Status EXPERIMENTAL= once was but with all of the audit history, review, and validation provided by luci-config.
