This item tracks adding the ability to create a CL from a pre-defined, project-specific template, uploading that CL to Gerrit and CC’ing the user who requested the CL being generated. It does not include submitting the CL. The use-case is the one below: auto-generating CL’s to mark builders as non-critical during outages for particular builders.
