This item tracks the CrOS-side work of moving CL Exonerator from CIDB to the SoM Annotation API. CL Exon will do the same thing that it's always done: scan the annotations and then put CL's back in to the CQ based on those; the only different is that the data source will become SoM's Annotations API.
