"Volume is muted" icon is missing from taskbar

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 11021.56.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.76 Safari/537.36 Platform: 11021.56.0 (Official Build) stable-channel lulu Steps to reproduce the problem: 1. Chromebook was updated to version 70 2. Icon no longer appears when the volume is muted. What is the expected behavior? Icon representing a speaker with a line through it to indicate that the volume is muted should appear in the bottom-right of the taskbar when the volume is muted. What went wrong? The icon does not appear. Did this work before? Yes 69.0.3497.120 Chrome version: 70.0.3538.76 Channel: stable OS Version: 11021.56.0 Flash Version: 31.0.0.122 It is no longer clear to the end user that the chromebook is muted, and there is no visual difference between muted and non-muted. This could potentially result in embarrassing situations or make it more difficult to tell whether or not a pair of headphones is plugged into a loose jack port. There is no reason to obscure this important information from the user, and is a regression from the previous version that results in a loss of ease of use.
