Spike in bookmarks disappeared

Issue description
Chrome Version: M70 & M69
OS: Android 7 & 8 

What steps will reproduce the problem?
(1) Open Chrome 
(2) Bookmarks disappeared

What is the expected result?
Bookmarks should be there

What happens instead?
Not showing bookmarks, I see a trend in JA and M70

This isn't a bug, but actually working as intended. We recently launched a feature called the "simplified NTP" on Chrome M68+ (ramping up to 100% now) where we removed the recent bookmarks and downloads sections from the NTP. We saw a small handful of reports from users during experimentation and factored this in when making the launch decision.

Assigning to +janicewong@, the product manager for the feature and closing out.
