In Reset Settings dialog box in chrome://settings, focus doesn't goto “current settings” hyperlink through linear navigation using screen readers

Issue description

OS: Chrome
72.0.3590.0 (Official Build) dev (64-bit) (cohort: Dev)
Firmware Version: Google_Cave.7820.384.0
ChromeVox
Firmware Version:(for ChromeVox): Google_Cave.7820.384.0

Steps to repro: 
# Navigate to Chrome://Settings page
# Tab to Settings menu to the left top corner.
# Select  Reset Settings Options from the Settings Menu
# Select Reset and Clean up>Restore settings to their original defaults
# Reset Settings dialog box is displayed
# Through linear navigation try to reach the current settings link in the check box”Help make chrome better by reporting the Current settings”
# Actual:Not able to bring the focus to the hyperlink.
Expected: Hyperlink should be considered as a separate entity through linear navigation

Repeat the above steps for:
Operating System : Windows 10 Enterprise version 10.0.1.16299 
Chrome version: 72.0.3595.0 (Official Build) canary (64-bit) (cohort: Clang-64)
JAWS 2018.1804.26,
Able to replicate the above issue
