Can't add specific Input method (keyboard layout) without having the related Language added first

Issue description

Chrome Version: (copy from chrome://version) 71.0.3578.21
OS: (e.g. Win10, MacOS 10.12, etc...) ChromeOS

What steps will reproduce the problem?
1) Get a French chromebook device (eg. Asus C302 Flip)
2) It might default to US language
3) Open Settings, search for Language
4) Open Language and input
5) Under Input method, click Manage input methods

What is the expected result?
6) Get an option to add any specific new input method (keyboard layout) without having to tweak the read languages (eg. people might be working on a foreign keyboard without having to know the corresponding language).
Ideally this should also be available from the login page too.

What happens instead?
6) Only see a list of English (US, Canadian or UK) keyboards checkboxes
7) So have to go back to Language > Add languages 
search for French (Note: most people might not know why the various versions), 
8) pick either "French - Francais" or "French (France) - français (France)",  
9) Press [Add]
10) Return to Input method > Manage input methods
11) Scroll to the bottom 
12) check the box for the French input method you wanted added (no button to click...)
13) Leave the settings page.
