Browser tab: Page error 404 contains number 1 instead of '!'

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.77 Safari/537.36

Steps to reproduce the problem:
1. Go to any incorrect google url (e.g. http://google.com/dfgedofijgodj)
2. Pay attention to tab title

What is the expected behavior?
Tab title present as 'Error 404 (Not Found)!!!'

What went wrong?
Tab title present as 'Error 404 (Not Found)!!1' (contains number 1 instead of '!')
