What steps will reproduce the problem?
1. Launch chrome, navigate to above test URL and add 'Momentum' extension.
2. Open New incognito window and bookmark current NTP.
3. Observe the favicon icon of newly added bookmark in bookmarks bar.

Actual Result : Favicon icon of bookmarked NTP is not seen properly in incognito window.

Expected Result : Favicon icon of bookmarked NTP should be seen properly in incognito mode.

This is a regression issue broken in M-70 and below is the bisect information:
Good Build : 70.0.3503.0 (Revision : 578160)
Bad Build : 70.0.3504.0 (Revision : 578510)

Note:
1. Issue is also seen in Canary #72.0.3605.0 and Dev build #72.0.3602.2
2. Unable to repro issue in Windows (7,8,10) and Linux(14.04 LTS) OS.
3. Issue is only seen when 'Momentum' extension is added in chrome.
