Regression: Export password box does not get open second time after zoom-in page.

Chrome Version: 72.0.3605.0 (Official Build) Revision 7a592c61308c0774ad0ccbb799496d2c47020ca9-refs/branch-heads/3605@{#1} (32/64-bit)
OS : MAC(10.13.1,10.13.6,10.14.1) 

Pre-conditions: Login to gmail with valid credentials.

Steps to reproduce:
1. Launch chrome and navigate to chrome://settings/passwords.
2. Click on 'Export password' under 'More action(Three dots)',Export password box will open.
3. Press 'cmd and +' for zooming ,Zoom upto 150%.
4. Now click on 'Cancel' button of Export password box and Again click  on 'Export password' option under 'More action(Three dots)'.
5. Observe.

Actual Result: Export password box does not get open second time after zoom-in page.
Expected Result :Export password box should get open even after zoom-in the page.

This is a regression issue broken in ‘M-72’ and will soon inform the bisect info:
Good Build : 72.0.3604.0
Bad Build : 72.0.3605.0

@Esmael El-Moslimany: Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner.

Note:
1. Tried to perform 'per-revision' bisect but it shows "We don't have enough builds to bisect" error message (tried on different machines but still got the same error.)
2. In  'Chromium bisect' issue is not reproducible.
3. Issue is not seen on OS:Win(7,8,8.1,10) and Linux(14.04 LTS)
4. Hence providing suspect Manually from Change Log

Update:
1.Issue is seen without zooming the page.
2.Issue is also seen on Windows(7,8,8.1,10)and Linux(14.04 LTS).
