Voice privacy notice even cannot dismissed by opening HW/Emoji layout.

REPRO STEPS:
1.Click Voiceinput icon for the 1st time, voice privacy notice pop up.
2.Open opt-in menu.
3.Click HW/Emoji icon.

Actual result: 
It's still voice privacy notice that pop up.

This is technically a dupe of crbug.com/900862, because the issue is actually the entire "voice input panel" being sticky. That "voice input panel" may show the privacy notice popup if the user hasn't accepted it initially, or the voice input status in the form of an animating microphone icon otherwise.
